Residence Permit for Non-EU Investors

New Law in Hungary Effective: 1st of January, 2025

The residence permit may be granted to non-European Economic Area real estate investors. Hungary is a member of the European Union and the Schengen Area.

A Hungarian residence permit allows the investor to freely travel or do business in 29 other Schengen countries, including non-EU countries, such as Norway, Switzerland, or Liechtenstein, or seek employment in Hungary.

  • The residence permit is valid for 10 years

Holders of the residence permit are entitled to:

  • Seek and hold gainful employment without restriction

  • No obligation to stay in Hungary after the permit is granted
  • No restrictions based on the country of origin
  • No education requirements
  • No health check

Qualifying Investment:

  1. Real Estate Investment Fund (effective from: 1st of June 2024.) : EUR 250,000 invested for a minimum of five years into a qualified real estate investment fund holding at least 40% of its net asset value in Hungarian residential real estate and registered with the National Bank of Hungary
  2. Property Purchase: Purchase of a residential property by the applicant or a family member applying jointly with the applicant with a minimum value of EUR 500,000 registered in the Land Registry of Hungary free and clear of liens, claims and encumbrances
  3. Donation: EUR 1 million financial donation to a higher education institution owned and governed by a public trust for the purpose of educational, scientific, research or artistic activities

Application Process:

  • Application for the issuance of a residence permit may only be submitted in Hungary.
  • A temporary visa can be obtained for the purpose of finding the investment, the donation or the residential property and for submitting the application.
  • Application procedures, including facial photographs, fingerprints, signature specimen and biometric data take approximately three weeks, while staying in the country is required.
  • The application can be submitted in person or through a government platform requiring representation by a Hungarian attorney.

Documents to be submitted with application:

Certification of investments:

  • Real Estate Investment Fund: Certificate from the fund manager or the distributor showing that the fund shares have been issued to the applicant
  • Property Purchase: Sale and purchase agreement certified by a Hungarian attorney
  • Donation: A certificate from the higher education institution showing that the financial donation has been received

Certification of accommodation while in Hungary

One of the following documents showing that the applicant has legal title to use a residential property suitable for habitation:

  • Proof of ownership
  • Lease Agreement
  • Proof of prepaid reservation
  • Evidence of accommodation by courtesy

Means to exit Hungary

  • Valid passport
  • Anward travel ticket

Other required documents

  • A facial photograph in the required size and settings
  • Supplementary documents may be requested by the authorities after submission One-time processing fees:

Single investor: EUR 37,500 including legal fees

Entire family: EUR 47,500 including legal fees
